Workforce Innovation Opportunity Act (WIOA) Executive Council Meetings Scheduled

Full WIOA Board Meeting Set for August 30  

 The Executive Council of the Workforce Innovation Opportunity Act Board will meet on the following dates:

  • Wednesday, July 13, 2016 from 10:30 a.m. - 11:30 a.m.
  • Friday, August 12, 2016 from 10:30 a.m. - 11:30 a. m.

A meeting of the full Board of Directors will be held Tuesday, August 30, 2016 at 9:30 a.m.

All three meetings will occur at the Adamsville Regional Health Center, 3700 Martin Luther King Jr. Drive, Atlanta, GA 30331. The meetings are open to the public.

The WIOA Board oversees activities related to providing an environment that supports a skilled and trained workforce and creating innovative programs that serve the changing needs of employers and the business community.

WIOA helps Georgia move toward a comprehensive, customer-focused workforce investment system where job Seekers and employer/customers alike can access a wide range of workforce-related tools and information needed to manage their work activities. Services are provided through a network of One-Stop Centers statewide.

Through the WIOA, unemployed and underemployed adults, young people, dislocated workers and displaced homemakers can “Jump Start Their Future” by obtaining career training, skill upgrades or retraining in new careers after losing employment resulting from business closings or downsizing.     Additionally, WIOA  allows businesses to provide leadership and information towards re-training and skills upgrades and works to ensure that Workforce Development prepares residents for current and future jobs.

Fulton County Seeks Emergency Solutions Grant Applicants |

The Fulton County Department of Housing and Community Development is soliciting project proposals for Fiscal Year 2015 Emergency Solutions Grant (ESG) funds.   Funding is available for activities that primarily benefit low- and moderate-income residents of Fulton County. The funds are divided into the following categories: Up to 60% for Shelter activities and 40% to Homelessness Prevention and Rapid Rehousing activities.    

Eligible applicants must have both capacity and previous experience in the successful delivery of services that follow the ESG guidelines. Available funds are designated solely for eligible activities that result in improving access to quality housing and supportive services for individuals and families who experience, or are at risk of homelessness. Proposed projects must be outside the city limits of Atlanta but within Fulton County.   Applications and program guidelines  are available on the links below.

Fulton County Needs Citizens Review and Input Regarding Upcoming

Housing and Urban Development Grant Funds

 Citizen Review and Comment Period April 27, 2016 through May 27, 2016

Fulton County will receive approximately $2.8 million in Federal funds from the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant Program (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) programs.   These funds will be used to provide improvements and services to improve the living conditions of low- and moderate-income citizens throughout Fulton County.

As required by the U.S. Department of Housing and Urban Development (HUD), Fulton County is publishing for citizen review and comment, its Annual Action Plans and Consolidated Plan.   The Consolidated Plan requires local governments receiving federal funds directly from HUD, to determine strategies, community needs, long and short-term objectives, resources and proposed projects for submission as a combined planning and application document.   Public input is required before any decisions are made on project funding by the Fulton County Board of Commissioners.

Public Input needed for Fulton County FY2015 Consolidated Annual Performance and Evaluation Report (CAPER)  

Fulton County Housing and Community Development Department has released for public input the draft FY2015 Consolidated Annual Performance and Evaluation Report (CAPER) which covers the reporting period January 1, 2015-December 31, 2015.   The evaluation report is required as part of HUD’s Consolidated Planning process that identifies needs using its allocation of federal formula funds.

The County encourages all citizens and other interested parties to review the draft document and submit written comments no later than March 30, 2016 by 5:00 p.m.   Comments will be accepted March 16, 2016 - March 30, 2016 by 5:00 PM.     The final version, including comments, will be submitted to HUD on or before March 31, 2016. FOR: CHDO Set Aside and HOME Housing Development Funds
Funds are part of the Home Investment Partnerships Program (HOME)

Fulton County’s Department of Housing and Community Development announce the availability of funding through the U.S. Department of Housing and Urban Development’s (HUD) HOME Investment Partnerships Program.   Available funds are divided into two categories: $ 93,175     to be allocated to Community Housing Development Organizations (CHDOs) only and $172,180 which is available to Developers, For-Profits, Non- Profits as well as CHDOs.   Only CHDOs are eligible for available funds in both categories.

Eligible applicants must have a shovel ready project and demonstrate both, capacity and past experience in the successful development of affordable housing.   Available funds are solely designated for housing development activities that result in safe, decent, and affordable housing for low to moderate‐income households located in Fulton County but, outside the city limits of Atlanta, Roswell, and Sandy Springs.   Eligible applicants must be qualified, meet all application requirements as outlined in the Request for Application Packet and meet all other certification criteria as applicable and required by HUD.  

Eligible activities for consideration include:

  • Acquisition and/or rehabilitation of rental property
  • New construction of rental housing
  • Acquisition and/or rehabilitation of homebuyer property
  • New construction of homebuyer property, and
  • Direct financial assistance to purchasers of HOME‐assisted  housing

The available funds will be awarded through a competitive application process.   The Fulton County Department of Housing and Community Development will evaluate and rank all applications and then forward the recommendations to Senior Management for final approval if the project aligns with the current Fulton County Board of Commissioners approved Consolidated Plan. If the project is outside of the current Consolidated Plan, the project must go before the Fulton County Board of Commissioners for final approval.   Fulton County reserves the right to reject any or all bids.

Fulton County Seeks Public Input on Annual Action Plan for Fiscal Year 2014 Grant Programs

Fulton County Housing and Human Services Department wants public input on the 2014 Annual Action Plan for FY 2014 grant programs. Those programs include the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), the Emergency Solutions Grant (ESG) and Neighborhood Stabilization (NSP) Programs. The Citizen Review (Public Meetings) and Comment Period begins on October 4, 2013 and ends on November 3, 2013. Submission to the U.S. Department of Housing and Urban Development (HUD) must be made by November 15, 2013.

Fulton County annually receives over $2 million under three formula programs from HUD through the CDBG, HOME, and ESG Programs. These funds can be used to provide improvements and services that benefit all Fulton County citizens, with the exception of those citizens residing within the city limits of Atlanta, Johns Creek, Roswell and Sandy Springs. The national objective of the funds is to improve the living conditions of low- and moderate-income people. As required by HUD, Fulton County must conduct citizen participation meetings and allow citizens to comment on the FY 2014 Annual Action Plan to the Five-Year 2010-2014 Consolidated Plan. Self-Assessment Needs Survey forms will also be provided for citizen input.

Citizens are encouraged to attend and participate in the public meetings to assist the County in finalizing its FY 2014 Annual Action Plan.
