The purpose of the Stormwater Management Program is to manage the surface water resources of unincorporated Fulton County, including administration, maintenance, operations, regulation, and enforcement. This includes compliance with State and Federal regulations. For all other areas of the County, stormwater management is the responsibility of the individual cities.
Fulton County has several organizational units that provide stormwater services to our residents. The primary functions performed by this structure include administration, maintenance, operations, regulation, and enforcement.
Stormwater Management Plan:
The coordination of the Stormwater Management Plan (SWMP), , is the responsibility of Environmental Compliance Unit. This includes the National Pollutant Discharge Elimination System (NPDES) MS4 Phase I Permit requirements.

To report a stormwater concern or illicit discharge in one of the Fulton County cities, please contact your city of residence. To report a concern within unincorporated Fulton County, email

Stormwater Inspections:
Fulton County staff routinely conduct inspections on commercial businesses and industrial sites. Businesses with a high potential for contributing to stormwater pollution are identified through their business licenses and inspections are conducted for each location every three years. However, all businesses are subject to inspection if a potential problem is identified through our
Highly Visible Pollutant Source program.

Development Review:
The
Planning and Zoning team reviews land disturbance plans, issues permits, and is responsible for building and land development construction and inspections associated with permitted construction projects in unincorporated Fulton County.
