The Cable Franchise Division is authorized to handle issues with cable television only. Some of the issues handled by the Division are reception issues, unresolved billing situations, continued missed appointments by technicians, the cable company’s not burying drop cables, etc.
Once a customer has first attempted to deal with these cable issues by contacting Comcast or AT & T, and have failed, Cable Franchise Division can intercede. To file a cable complaint, send an email to FGTV.Cable@fultoncountyga.gov.
The Cable Franchise Division is not authorized to regulate digital telephone services or high speed internet services. Contact Georgia's Public Service Commission at 404-656-4501 or http://www.psc.state.ga.us/ for complaints regarding your digital telephone service. High Speed Internet complaints should be forwarded to the Federal Trade Commission http://www.ftc.gov.
Comcast Install Obligations
Under the Cable Franchise Agreement the cable provider (Comcast) is obligated upon written request by an unserved potential subscriber within the primary service area to extend service to any dwelling unit not already passed by the Cable System. The density of the dwelling units must be at least twenty (20) dwelling units per cable mile in any area that can be served with aerial plant, and at least thirty (30) dwelling units per cable mile in any area that must be served by an underground plant. No charge may be levied to defray the cost of extending the Cable System plant to a point in the Primary Service Area where the dwelling can be served by a standard one hundred fifty (150) foot drop line.

Cable Franchise Agreement
This agreement was executed in April 2011 amending 1999 InterMedia and MediaOne Agreements. Both cable companies were merged with AT&T Comcast in 2002. Subsequently, Comcast of Georgia, Inc and Comcast of Georgia/Michigan, LP (collectively, Comcast) are the cable company referred to in the Cable Franchise Agreement for Unincorporated Fulton County.
State-wide Cable/Video Franchise Law Approved
The Georgia General Assembly has approved and Governor Sonny Perdue has signed a state-wide cable/video franchise law. The new state-wide franchise allows cable/video providers to by pass Local Franchising Authorities in obtaining franchises with local governing authorities. The new state-wide franchise is effective July 1, 2007.

If you are a resident of Unincorporated Fulton County and receive cable TV service from Comcast Corporation or AT&T, the Cable Franchise Division is here to serve you.
Whenever a cable company wants to build a cable system and provide cable service, in our case the unincorporated areas of Fulton County. That company must agree to certain standards set forth by the local government. Those standards are found in the Cable Franchise Agreement, a contract which sets forth what is expected of the cable company and the local government before building its cable system. These agreements are generally renewed every 12-15 years. Fulton County amended its agreement with Comcast in 2011 and the agreement expired in 2016. A new agreement is currently in development for negotiation. The new agreement will be subject to approval by the Fulton County Board of Commissioners.
In exchange for using the County rights of way, the cable company agrees to a number of provisions, all contained in the Cable Franchise Agreement.
